In a stand mixer, combine flour, salt, sugar, and butter. Mix until the butter remains in large chunks, not until uniform. 2. Pour in the water. Continue to mix the dough, but it should not be uniform. 3. Lightly flour the surface, roll out the dough into a rectangle about 1.5 cm thick, fold all four edges to the center, and roll out again. Repeat this 3-4 times until you get a neat rectangle. 4. Wrap in plastic wrap and refrigerate for an hour or freeze if you plan to bake later. Baking the Crust: 1. Preheat the oven to 180°C. 2. In a bowl, mix the yolks with sugar, add cornstarch, and stir until smooth. 2. Pour the milk into a saucepan with a thick bottom, add the vanilla bean seeds. 3. When the milk starts to bubble at the edges, pour a few ladles of hot milk into the egg mixture, stirring well with a whisk until combined. 4. Pour this mixture back into the saucepan with the milk. 5. Over medium heat, constantly stirring with a whisk, continue to cook the cream. It will start to thicken. The cream is ready when it has a stable texture, not runny, but be careful not to overcook and burn it. 6. Remove from heat, pour into a deep bowl, and occasionally stir. After about 10 minutes, add butter cubes and mix well with a whisk until combined. 7. Pour the custard onto the tart base. Refrigerate for at least 2-3 hours.
