Toilet cleaner is concentrated. It can be diluted. Never had a problem for 40 years.

Or you can simply just turn the valve off and flush it will not fill back up until you turn the valve back on

That’s not correct either, design of the bottle is to get under the rim so the fluid goes up into the rim. So put it up the rim!
