The police department wanted to hire a former military guy, but he badly failed their police applicant polygraph test on one question: Past use of any illegal substance other than anything he had already admitted to. So they sent them to an experienced & neutral polygraph examiner for a re-test. He failed again, so questions were modified to ask directly naming the common types of illegal subtances.
